After the success of the visit of Duma members to Britain in 1909, it was decided by the Anglo-Russian Committee in London to organise a return visit of British public figures to Russia. The visit was originally scheduled to take place during May-June 1911 but was postponed due to a constitutional crisis in Britain until January-February 1912. The party consisted of members of both Houses of Parliament, bishops, generals, an admiral and men prominent in industry and the arts. Pares was the main organiser and secretary of the delegation which he accompanied. The party was presented to the Tsar as well as having meetings with members of the Duma.
