Who was buried in the Sedment cemeteries?

For Petrie/Brunton there was no doubt that the people of the town Herakleopolis were buried in the cemeteries near Sedment:

"there lay a cemetery continuous for three or four miles, as far as Mayana, the burial ground of ancient Henen-nesut (later known as Herakleopolis) which stands about five miles away in the plain."

Seidlmayer (Seidlmayer 1990: 247) ascribes the tombs to villages along the desert. His arguments are:

There are cemeteries next to or within the town Herakleopolis.
Some of the cemeteries of Sedment are at a distance of about seven km from the town. A very long distance between cemetery and settlement in ancient times in Egypt is only common for monumental tombs of persons of high status. The tombs at Sedment are not especially big and belong to less wealthy people.
