Non-compliance with the accessibility regulations
At the start of the reporting form (Landing page). When using the tab key focus moves to text to inform a user to have all information before filling in the form, also that all fields are mandatory unless marked as optional. When using tab NVDA reads this text, but JAWS does not. JAWS users would have to arrow through the text or use other reading keys to find this information. This fails WCAG 3.3.2 Labels or Instructions (A).
When mandatory options are not selected the 'next' button hides. The next button is not focusable in this state so the user does not know they have to complete a section. Once the button is focusable, it needs to state which fields need to be filled in. This fails WCAG 3.3.2 Labels or Instructions (A).
