Jacob Finlay is a student in the 2021-22 cohort of UCL Institute for Innovation and Public Purpose (IIPP)'s Master of Public Administration (MPA).
Jacob has always been interested by the question of which values and criteria government should make decisions on? And the difference between the answers policymakers and the public would give to that question. As a former History student, he channelled this interest to understand the process of state formation and how and why governments gain legitimacy from those they act upon. Since graduating he’s tried to apply these questions to the modern world inside and outside government, through a policymaking career which so far has taken him from a freedom of speech campaign in Madrid, to policy conferences on the future of sustainable energy in the UK.
