Shuhei Okubo

Shuhei Okubo is a student in the 2024-25 cohort of UCL Institute for Innovation and Public Purpose (IIPP)'s Master of Public Administration (MPA).

Shuhei Okubo is a policy designer for the Japanese government with a passion for public sector innovation. He aims to transform organisations into adaptable, forward-thinking entities using human-centred and systemic approaches. His Master's degree in Service Design from Royal College of Art equipped him with strong skills in service design and speculative design methods. His experience includes a key role at Japan's Digital Agency, where he developed a national database system for managing laws and regulations with various stakeholders. Through his work, Shuhei has recognised the importance of purpose-driven initiatives in enhancing policy outcomes.
