Biography


Dr Giorgio Castagneto Gissey is a Honorary Senior Research Fellow. He joined UCL in 2015 as a Teaching Fellow, then became a Research Associate and a Senior Research Associate.

He has published on carbon taxation, market power, electricity market flexibility, policy incentives, and electricity market integration on some of the most recognised energy economics and policy journals. His work has been widely cited by UK and international governments and private entities and his models have been used, licensed, or purchased by major governments. He has received several high-profile grants worth several £ million as PI, Co-I, or Research Co-I, from institutions such as the ESRC, EPSRC, InnovateUK, and Ofgem, amongst others.

Dr Castagneto Gissey has been Principal Investigator and Senior Consultant to the national energy regulator, Ofgem, for whom he has led key projects on key topics such as electricity market competition, trading, and policy. His insights have been extensively cited in most of Ofgem’s flagship State of the Energy Market reports to date.

His work on EU electricity market competition, post-Brexit electricity trading, and the impact of carbon taxes on cross-border trading has been covered by several news outlets such as The Guardian, The Independent, S&P Global, Xinhua News Agency, The i, The Daily Mail, Yahoo! Finance, Business Standard, Utility Week, Energy World, The Big Issue, Energy Live News, Outlook, to name a few. He has been interviewed by several media and institutional bodies, including the Parliamentary Office of Science and Technology, who interviewed him for parliamentary notes on both energy storage and interconnection. 

He founded the UCL Energy and Resource Economics Group, which he chaired until 2019.
