This paper sheds light on an emerging trend in global governance: The HIV/AIDS agenda is 'normalising' towards marketisation with competitiveness as a driving force and surveilled by outcome-oriented actors. Actors have been co-opted into a language of economisation where quantifiablitiy, commensurability, and ‘competitive capitalism’ set the tone.
