Apparently resident, indebted slave-owner whose Lottery estate was mortgaged to John Fowler (q.v.) and passed to the Fowler family. The inventory of John Fowler (1793) showed: Neill Campbell, amount of a Mortgage on the Lottery Estate and sundry judgments against him made up to the 25th February 1790----------£21,115. 9s. 2d.'
