Executor and son-in-law of Anna Maria Mill[w]ard (q.v.) and husband of Ann Gardner Allen (q.v.). Lawyer, of Cliffords Inn and Lewisham, then apparently wine merchant.

In 1851 Thomas James Brown aged 28, Secretary of the Statistical Society, born West Indies, was living as head of household at 15 Walton Place Chelsea with his stepfather Septimus Thos Allen aged 61 ('retired wine merchant') and his half-brothers William Thomas, John and Edward Allen aged 22, 19 and 15. Septimus Thomas Allen was married, although there is no sign of his wife Ann Gardner Allen.
Letters of Administration of the personal effects of Septimus Thomas Allen late of 5 Harley Street Battersea Gentleman widower who died 10/1/1864 granted to William Thomas Allen, son. Effects under £200; resworn at under £300.
Septimus Thomas Allen then of Batheaston Somerset was executor also of the will dated 01/06/1827 and proved 19/10/1827, of Mrs Brodbelt, the widow of Francis Rigby Brodbelt senior. 'Unfortunately, Mr Allen speculated, and lost both Ann's fortune and his own.'
