Professor Mark Galeotti (UCL School of Slavonic & East European Studies) said that Putin allows corruption until it impacts his personal projects. He said “Putin now sees corruption in the Ministry of Defence as an obstacle to succeeding in what he needs to achieve in Ukraine”.
